If I remember right ark does not get destroyed when you lose a battle with it, it gets wounded like a hero instead and later comes back with all buildings intact. It is useful as long as you fight battles near the shore in range of the ark. It is helping me with dark elven civil war (10% extra recovery and ability to hire units on spot instead of going back to developed areas helps sustainability of a push a lot). I got one after I conquered 3 full provinces.
So that it can grow, get some upkeep reduction bonuses and hire some unit to defend itself from pirates and occasional enemies who decide to take a swim. Ark has a stance Dread Expansion which adds 10% replenishment rate and allows recruitment of units from ark's facilities for any army in its range.
